| Stockholm congestion charging scheme delayed.

A legal challenge in the Swedish courts to the validity of the tendering process in the Stockholm congestion charging scheme looks likely to delay the beginning of the trial and reduce its length from its original 18 months to little more than eleven.
Due to have started in June of next year, the Stockholm trial will almost certainly now be put back until August. The probable delay follows a successful application to the Swedish County Court (Lansretten i Sverige) by the Combitech Consortium for a review of the procedure by which the original contract was awarded to its rivals IBM and Q-Free.
"The application to the Lansretten i Sverige means that we do not now expect to begin our trial until August next year," said Magnus Carle, head of the Stockholm City Congestion Charging Secretariat. "And while the political will is there to continue with the scheme there is no doubt that it will end on 31st July 2006, well before the referendum to decide its future on 17th September. The politicians are determined that there should be no suggestion that the result is a done deal by continuing the trial beyond the date of the referendum."
