Poles prepare for ETC. 09/12/04
The Polish government has begun an 18 month feasibility study into the long term prospects of an ETC-based national road user charging system.

An agreement signed in October between the General Directorate for National Roads and Motorways (GDDKiA) and French company ISIS will, it is hoped, result in a better understanding of the European standards and technologies available for deployment in Poland and the establishment of economic forecasts for the proposed new service.

In an interesting spin on what is unlikely to prove a popular move with Polish drivers, the GDDKiA document announcing the details of the study, says that the proposed service will have a role to play in improving traffic management and then goes on to claim that it will 'improve user comfort' and 'identify and track stolen vehicles'. The proposed service is intended for introduction only on the nations motorways and expressways.

The technical study is to be conducted by ISIS who will, in the first phase, be responsible for collecting the data and validating the hypotheses. This is to be followed by the development of one or several scenarios to enable the introduction of ETC in selected parts of the Polish roads network. The final phase will consist of the work necessary to prepare tender documents. These are expected to be ready by about the middle of 2006.
